PROBLEM TO BE SOLVED: To provide a lightweight and simple intermediate layer type upwelling generating device capable of causing highly nutrition enriched deep water to upwell over a wide range and in a wide scale by use of flow of an ocean deep current, regardless of the depth of the deep water. SOLUTION: A guide plate 1 moored in an intermediate layer of the ocean deep current is pointed at approximately right angles to the deep current on frontal view and receives an upward buoyancy produced by a floating body and a lateral force produced by the deep current. Thus, a rectangular plate is stably held tilted in the direction to scoop up the deep current, so that the deep current flows along this tilt and is guided diagonally upwards. The flow of the deep current which is pointed upward as it flows along the tilted rectangular plate reaches a surface layer by flowing diagonally upwards even after separating upward from the guide plate. Because the uprising flow of the deep current produced by the guide plate forms along the overall width of the guide plate, the width of the guide plate is set at several hundred meters so that a wide upwelling area of sea is formed using one guide plate.
