PROBLEM TO BE SOLVED: To provide a device for drying and heating aggregate of an asphalt plant which can use all kinds of fuel, the asphalt plant using it, and a method of drying and heating the aggregate of the asphalt plant. SOLUTION: The device for drying and heating the aggregate of the asphalt plant is provided with a dryer 10, a burner 11 for generating heat, and a heat exchanger 12. The dryer 10 is the body of the device for drying and heating the aggregate which heats and dries the aggregate by a heated working fluid, and the heat exchanger 12 performs heat exchange by the indirect contact between the heat generated by the burner 11 and the working fluid. By using the dryer 10, since the heat exchange is performed between the heat generated by the burner 11 and the working fluid for heating and drying the aggregate by indirect contact and the aggregate is heated and dried by the heated working fluid, the ingredients contained in the fuel and the aggregate are not brought into direct contact with each other no matter what fuel is used for heat generation by the burner 11.
