A first appliance receives a band of binary spectral values of an audio or video signal. From this it generates two partial scaling layers based on the number of bits of a specific order of the number of spectral values in a band. For both layers the number is greater or equal to 1 and smaller than total number of binary spectral values in that band. For the second layer the number of spectral values is to be so determined that it has at least a binary value not contained in the first number of binary spectral values. In a second appliance a coded signal is formed such that the two partial scaling layers can be decoded separately from one another. An Independent claim is also included for a method |
