Provided are a heater unit exhibiting excellent quick heating ability at the time when the unit is started and maintaining stabilized temperature after the start up, thereby making the user more comfortable, and a seat heater for a vehicle. The heater unit has a first heater, a second heater, and a temperature control device for controlling the ON-OFF of an electric current according to the temperature. When the temperature control device is turned ON, electricity is conducted through the first heater but substantially not through the second heater. When the temperature control device is turned OFF, electricity is conducted in series through the first heater and the second heater.
