In an electric power system provided with a plurality of storage-battery systems equipped with storage-battery devices and power adjustment devices, a storage-battery management device according to an embodiment of the present invention manages the storage-battery systems. A SOC estimation table has, pre-stored therein, the relationship between the SOC and the open-circuit voltage of the storage-battery devices. A measurement control unit charges or discharges, from or to the plurality of storage-battery systems, the storage-battery device to have the SOC thereof measured, to set said storage-battery device in a prescribed SOC region in which the open-circuit voltage and the SOC can be regarded as a monotonic function, electrically disconnects said storage-battery device from an electric power supply/demand system, and measures the open-circuit voltage of said storage-battery device. As a result, an estimation unit refers to the SOC estimation table on the basis of the open-circuit voltage measured in the SOC region to estimate the SOC of the storage-battery device, and thus the actual SOC can be correctly estimated even in storage-battery systems which are constantly charging and discharging, and the storage-battery systems can be stably operated. |
