PROBLEM TO BE SOLVED: To provide an optical recording and reproducing method by which absorption attenuation and scattering of light beams with which optical sheet surfaces of stacked optical sheets are irradiated are suppressed for all of the stacked optical sheets, consequently good recording and reproducing are made possible and the recording capacity per unit volume can greatly be increased to ten times or hundred times. SOLUTION: An optical recording and reproducing device is provided with: an optical sheet group 1 in which a plurality of optical sheets having recording layers are stacked; an optical sheet moving means 11 which moves optical sheets 1e and 1f together along the recording surface of a recording or reproducing optical sheet 1d, the optical sheets 1e and 1f being stacked on the optical sheet 1d and on the side thereof where the optical sheet 1d is irradiated with the light beams; a moving means 12 which transports the entire optical sheet group 1; an optical head 3 which converges the light beams onto the optical sheet recording layer and conducts recording to and reproducing from the recording layer, focus and tracking control; and an optical head rotating motor 7 which rotates the optical head 3.
