Disclosed is a method for producing an oxidation catalyst wherein a ruthenium oxide is brought into contact with a gas containing hydrogen chloride and/or chlorine but substantially not containing oxygen, thereby producing an oxidation catalyst. Also disclosed is a method for producing chlorine by oxidizing hydrogen chloride with oxygen in the presence of an oxidation catalyst obtained by the above-described method. Further disclosed is a method for oxidizing carbon monoxide and/or an unsaturated hydrocarbon with oxygen in the presence of an oxidation catalyst obtained by the above-described method.
