PROBLEM TO BE SOLVED: To provide a suitable shaft sealing device for a pump which can maintain good assemblability at low cost without manufacturing an exclusive shaft, prevents abnormal wear of a shaft even in liquid containing sand, slurry or the like, prevents liquid from staying in an annular gap at an outer circumference of a shaft lead-in part, and can maintain sealing performance without causing poor start of the pump due to accumulation of deposit, biting into sliding surfaces, and surface roughness and surface open due to thermal deformation and the like. SOLUTION: A fixed sealing ring 6 is supported by a housing 1, the shaft lead-in part 7 is loosely fitted in a rotary sealing ring 9, the fixed sealing ring 6, and a shaft through-hole 4, and an annular gap 8 is retained at an outer circumference thereof. A bellows 10 of the rotary sealing ring 9 rotating together with a shaft right above the fixed sealing ring 6 and touching and sliding on the fixed sealing ring 6 by spring biasing is fitted to the shaft lead-in part 7. Induction agitation edges 13m, 13h are provided on one or both of inner circumferences of the shaft through-hole 4 and the fixed seal ring 6 below a turning agitation edge 13s at an inner circumference of the rotary sealing ring 9 projectingly provided in a falling gradient to rotation of a shaft in the annular gap 8.
