The method is for relating the level functions of the signalling transfer point and for assigning the signalling link selection (SLS) value to the level 2 signal link to improve the efficiency of teh signal network signal networks (L3) are connected to communicate mutually and signal links (L2) are connected to the signal neworks (L3) respectively. clusters (C) are formed by connecting signal data links to the signal links (L2) one by one and the clusters are grouped by maximum F numbers. SLS values are assigned to the signal links differently according to the clusters and the F numbers of signal links are assigned by same SLS value.
