PROBLEM TO BE SOLVED: To obtain a projecting device which is always less uneven in quantity of light independent of a kind or magnification of a projection lens, and to obtain an image-forming device with it. SOLUTION: This projecting device projects on a picture plane an image 6 to be projected, which is illuminated by an illuminating means LX, through the projection lens 7. In this case, the illuminating means has a field lens element 5 adjacent to the projected image, and the field lens element is changeable in refractive power.
