PROBLEM TO BE SOLVED: To enable sure security management by simple processing. SOLUTION: When access control is given to a Web page which needs security management and there is an access needing authentication from a prescribed data communication terminal, a password is issued, and the issued password is transmitted via E-mail to an address for a wireless telephone registered every data communication terminal in advance. Then, when it is confirmed that the issued password has been inputted by the data communication terminal, authentication processing is completed and a Web page of high security level is allowed access.
