PROBLEM TO BE SOLVED: To easily find a forged prepaid card by discriminating the forged prepaid card produced by giving forgery processing, which fills punch holes, to a prepaid card obtained by perforating the punch holes of used frequencies or residual usable frequencies. SOLUTION: The forged prepaid card 1 produced by giving forgery processing, which fills punch holes, to a prepaid card obtained by perforating the punch holes of the used frequencies or the residual usable frequencies is inserted to a card insertion part 2 to operate an operation control CPU 3. Then, the CPU 3 sends information of the card 1 to a detector 71. When irregularities are produced on the surface and backside of the card 1 to generate change of a position and a shape at the part of filling the punch holes, the perforating position shape detecting means 73 of the detector 71 detects the change as the change of a light quantity and sends it to a detecting processing part 8 as an abnormal value to discriminate abnormality as forgery when abnormality exists in at least one.
