The present invention relates to a method for producing a highly alkaline water treatment agent, which comprises: a first step for producing polyaluminium chloride (Al_2(OH)_nCl_6) by adding boric acid after carrying out a reaction between aluminum hydroxide (Al(OH)_3) and hydrochloric acid (HCl); and a second step for producing polyaluminium chloride by mixing the polyaluminium chloride and aluminum sulfate (Alum), inserting sodium hydroxide (NaOH) and potassium hydroxide, adding water and a stabilizer, aging the same, and then forming aluminum oxide (Al_2O_3).
