Embodiments of the present invention provide a user equipment, a network device and an uplink control information transmission method. The user equipment of the present invention comprises: a mapping module, configured to map UCI to a pre-set time frequency resource of an uplink data channel, and map uplink data to other time frequency resources, other than the pre-set time frequency resource and a reference signal resource, on the uplink data channel; and a sending module, configured to send the UCI and the uplink data on the uplink data channel. The present invention can ensure completeness of uplink data.
