PROBLEM TO BE SOLVED: To solve problems in conventional technique in which a higher communication charge is set in a busy base station and a user selects whether to make a communication or not, and in which, when the communication is not selected, the chance of communication is totally lost; even when the communication is selected by paying a high communication charge, due to a background communication by a terminal unrecognizable for a user, a high communication charge is imposed to the user.SOLUTION: In a busy radio base station, basically the communication is controlled to a low speed communication without shutting off the communication to reduce the communication amount. The radio communication network monitors the busy state at the radio base station, and when determining as busy, identifies an objective user to make an instruction to limit the bandwidth. When receiving a request for high speed communication by paying an additional communication charge from the user, the bandwidth limitation is removed.SELECTED DRAWING: Figure 1A |
