Provided are an apparatus and a method for encoding/decoding an image by using a skip encoding process. In terms of performing intra-screen prediction, a method for encoding an image by using a skip encoding process comprises: a step of filtering a signal which has been reconstructed prior to an encoding object signal in an encoding object image; a step of generating a prediction signal for the encoding object signal by using the filtered reconstructed signal; a step of setting the generated prediction signal as a reconstruction signal of the encoding object signal and not encoding a residual signal which is possibly generated on the basis of difference between the encoding object signal and the prediction signal, thereby skip-encoding the encoding object signal. Accordingly, the present invention is able to provide an apparatus and a method for encoding/decoding an image by using a skip encoding process with improved encoding/decoding performance.
