The present invention provides an apparatus for surface treatment for metal foil, which is a roll to roll type-apparatus for plating or performing acid treatment to a metal foil continuously supplied, cleaning the metal foil, and then winding the metal foil using a roller to be recovered, and a metal foil manufacturing method having the same. The apparatus for surface treatment for a metal foil comprises: a first surface treatment unit performing a surface treatment to a metal foil continuously supplied by allowing the metal foil to pass through a first surface treatment liquid and be dried; a first cleaning unit allowing the metal foil discharged from the first surface treatment unit to pass through a first cleaning liquid and drying and cleaning the metal foil; and a metal foil recovery roller winding the metal foil discharged from the first cleaning unit to be recovered.
