Provided are: an infrared radiation shielding layer (4) in which the occurrence of haze is suppressed, which exhibits excellent weather resistance and high infrared shielding properties resulting in little change in optical characteristics over time; and an infrared radiation shielding film (5) provided with the infrared radiation shielding layer. The infrared radiation shielding layer (4) contains: a plastic resin composition; infrared radiation-absorbing particles comprising at least one of tungsten oxide and a composite tungsten oxide; a metal salt; and an additive resin having either an alkylene oxide having 2-4 carbon atoms or a styrene sulfonic acid group. The difference in SP value (ΔSP) between the plastic resin and the additive resin contained in the plastic resin composition has an absolute value of 3 or lower, and the difference in SP value (ΔSP) between the metal salt and the additive resin has an absolute value of 3 or lower.
