The purpose of the present invention is to detect a defective cell in a memory with an error property difference from a storage state taken into account. A determination unit determines whether each unit of storage of a memory cell of a non-volatile memory is at risk of being defective. Either a reset manipulation which transitions from a low resistive state (LRS) to a high resistive state (HRS), or a set manipulation which transitions from the HRS to the LRS, is carried out upon the non-volatile memory. The determination unit determines that the unit of storage for which an error count in either a prescribed reset manipulation or set manipulation exceeds a prescribed reference is at risk of being defective.
