A developing device and an image forming apparatus having the same are provided to limit pressing force of a pressing unit through a limiting unit, thereby limiting the pressing force when impact is applied from the outside. A developing apparatus comprises a developing member, a regulation unit and a limiting unit. The developing member(120) develops an electrostatic latent image of a photosensitive medium through a developing agent. The regulation unit is pressed toward the developing member to regulate a layer of a developing agent supplied to the developing member. The limiting unit(140) limits the pressing force of the developing member and the regulation unit. A pressing unit(132) presses at least one of both ends of the regulation unit toward the developing member.
