PURPOSE: An apparatus and a method for emergency paging in a broadband wireless communication system are provided to secure a candidate terminal which is activated as a repeater for an emergency call by converting an inactive mode of a terminal into an active mode. CONSTITUTION: When a help signal requesting an emergency call, a control unit(528) confirms a neighboring base station ID set of a terminal. A transmitter(510) transmits a paging message including emergency paging information and the neighboring base station ID set. The emergency paging information is a MAC(Media Access Control) address for the emergency paging. The control unit removes a base station or base station sector which is not associated with a location relationship among the base stations or base station sectors included in the neighboring base station ID set.
