PROBLEM TO BE SOLVED: To provide an apparatus and a method that facilitate packet aware scheduling. SOLUTION: When all pieces of the information of a packet cannot be scheduled in a single transmission period, additional resources are assigned to the transmission of the content of the packet based on the transmission constraint and/or the latency requirement of the packet. A scheduler assigns transmission bits of the packet during a single transmission period or a plurality of transmission periods based on the number of bits of the packet and the QoS of the user.
