PROBLEM TO BE SOLVED: To provide an image processor and an image processing program, allowing proper processing of an image whose photography has failed.

SOLUTION: This image processor 1 includes: an image data storage part 100 storing image data 41; an image quality decision part 300 deciding presence/absence of image deterioration (e.g. a camera shake or a defocus) in an image represented by the image data; a processing content determination part 400 determining processing contents when it is decided that there is the image deterioration; an image conversion part 500 changing the image represented by the image data into a picture-tone image according to the determined processing contents; and an image output part 600 outputting the image represented by the image data 41 or the image converted into the picture-tone by the image conversion part 500.
