PROBLEM TO BE SOLVED: To define what condition to abide by in order to achieve a minimized interface resistance an electrolyte having a multilayer structure while avoiding the disadvantage in the prior art.SOLUTION: An electrolyte having multilayer structure comprises: at least one first electrolytic layer of a first relative dielectric constant &egr;; at least one second electrolytic layer of a second relative dielectric constant &egr;; and an interface of the first and second electrolytic layers. In the electrolyte, the first relative dielectric constant &egr;and the second relative dielectric constant &egr;define a reference value α(α=&egr;/&egr;+&egr;); an electrolyte of the first electrolytic layer, and an electrolyte of the second electrolytic layer are selected so that the reference value α at the interface falls in a range given by 0.244<α≤0.5; and &egr;is a lower relative dielectric constant of the adjacent mediums, and &egr;is a higher relative dielectric constant of the adjacent mediums at all times.
