The present invention relates to a cable leak-tightness testing device. The cable leak-tightness testing device comprises: a support frame installed in the ground; a movable frame installed in the support frame to be capable of moving; a lateral loading machine installed in the movable frame, which applies a force laterally to a test object; and a receiving member to receive the test object and to store a certain amount of water, wherein a rack member is installed in the support frame, the movable frame includes a moving cart having a pinion rotating along the rack member and reciprocating at the same time, and the receiving member connected to one side of the moving cart which is moved to an upright location or an inclined location. Therefore, the testing device is prevented from being stopped and damaged when the testing device is operated to shorten the testing time thereof as well as more safely operating the testing device upon an upright operation, and an unnecessary effort and costs spent in maintenance are reduced to effectively operate the cable leak-tightness testing device.
