PROBLEM TO BE SOLVED: To provide an alternative communication terminal, alternative communication system, alternative communication method, and alternative communication program in which a tethering terminal alone selects an optimum wireless communication having low power with another communication terminal.SOLUTION: An alternative communication terminal 2 performs alternative communication processing using first communication or second communication with a communication terminal in response to a connection request from the communication terminal. The alternative communication terminal 2 comprises: a storage unit 203 for storing at least one condition to be a determination criterion for communication changeover from used communication to the other communication in the alternative communication processing; a changeover monitoring unit 204 for comparing the used communication with a condition to determine whether to perform changeover; and a selection unit 205 for performing communication changeover from the used communication to the other communication, according to a result of the determination by the changeover monitoring unit.
