PROBLEM TO BE SOLVED: To provide a driving circuit of an electrooptic panel capable of reducing a circuit area as much as possible and ensuring sufficient reliability while reducing power consumption, and to provide an electrooptic device and an electronic apparatus. SOLUTION: The driving circuit drives a display panel including a plurality of scan line, a plurality of data lines crossing the scan lines, and a plurality of pixel circuits provided at intersections between the scan lines and the data lines. The driving circuit has; a data line driving circuit interface 302 for converting a first driving signal which is supplied from the outside in order to drive the driving circuit and has a fixed duty ratio, from a low amplitude to a high amplitude and outputting a resultant signal; and a scan line driving circuit interface 301 for converting a second driving signal which is supplied from the outside in order to drive the driving circuit and has a fixed duty ratio, from a low amplitude to a high amplitude and outputting a resultant signal.
