<p>The present invention relates to a low-temperature-calcined environmentally-friendly non-cement binder composition, mortar including the same, and concrete including the same. More specifically, the low-temperature-calcined environmentally-friendly non-cement binder composition comprises: a raw ingredient including blast furnace slag, fly ash, and metakaolin; a low-temperature calcined calcium aluminate compound which is a hardening promoter, wherein limestone and waste aluminum powder generated from an aluminum foundry are calcined for 30 minutes at 600 to 700 degrees Celsius; fluidize-bed boiler fly ash; slacked lime; and modified gypsum.
