A video encoding system for dynamically managing energy, data rates, and data distortion factors comprises: an encoder for encoding an image signal sensed by at least one sensor; a memory for storing the image signal encoded in the encoder; and a control unit for extracting contents-dependent features of the image signal, and controlling a control parameter needed in operating the encoder based on the contents-dependent features.
