PROBLEM TO BE SOLVED: To reduce a space required for arrangement of a fin manufacturing apparatus and the manufacturing cost of fins.SOLUTION: A manufacturing apparatus for heat exchanger fins comprises a press device carries out mold processing necessary as a fin to a metal sheet P constituting a fin blank, an overhang member so attached as to extend outward with respect to the press device to act as a part of the press device, and a shearing device 100 that cuts the metal sheet P having undergone mold processing necessary as a fin at a preset position. The shearing device 100 is mounted at the tip of the overhang member. Further, the shearing device 100 keeps a shear angle formed at least at one tip 121, 141 of an upper blade 120 and a lower blade 140 constituting the shearing device 100.
