Provided are compacting equipment for constructing a rubble-mound foundation of a harbor structure and a method thereof capable of improving the efficiency of compacting a rubble-mound foundation and obtaining high efficiency for constructing the rubble-mound foundation at a deep depth by installing a compacting rod with an eccentric rotary shaft to be adjacent to the right upper part of the rubble-mound foundation when compacting the rubble-mound foundation of the harbor structure and improving a compacting efficiency for constructing the rubble-mound foundation and reducing time required for compacting the rubble-mound foundation by adjusting the length of the compacting rod with the eccentric rotary shaft to enlarge the compact radius. The compacting equipment includes a crane vessel (210) with an operation control unit controlling the operation of the compacting equipment and arranged on the water surface on the upper side of the rubble-mound foundation formed on the seabed and a steel pipe rod (220) arranged on the upper side of the rubble-mound foundation (110) while hanging on a crane of the crane vessel (210).
