PROBLEM TO BE SOLVED: To provide a network design device, a network design method and a network design program, which design a network that prevents occurence of multiple faults.SOLUTION: A network design device includes: a generation section for combining a main transmission path for connecting three or more nodes in a network and a sub-transmission path which is stored in a communication cable with the main transmission path and connects specified nodes in the network to generate candidates of a plurality of communication paths corresponding to requested communication lines; a storage section for storing a table which shows correspondence of the main transmission path and the communication cable for storing the main transmission path and correspondence of the sub-transmission path and the individual communication cables of both ends among the plurality of communication cables for storing the sub-transmission paths; and a discrimination section for referring to the table to discriminate the candidates of the communication paths where the same communication cable is redundantly used among the candidates of the plurality of communication paths and to exclude it from the candidates of the plurality of communication paths.
