PROBLEM TO BE SOLVED: To provide a generating set generating power utilizing up/down movement of a water level as energy. SOLUTION: This device comprises a float 1, cylindrical unit 2 supported on this float 1 and protruding an upper part to the upward from a water surface, lift unit 3 provided upward from the upper part in this cylindrical unit 2 so as to be lifted by utilizing up/down movement of a water level, and a generator mounted on an upper end of the cylindrical unit 2 for generating power by converting a lift motion of this lift unit 3 into generation energy.
