The present invention relates to an underground water level measuring device using a water level scale and a water level measuring method. Particularly, the device can accurately measure the water level of underground water regardless of frequently changing atmospheric pressure. The underground water level measuring device of the present invention comprises the water level scale of which bottom drops to the underwater floor of underground water through a tubular well; a lifting ring installed to be lifted up and down while being penetrated by the water level scale; a buoyant body which is located on the surface of underground water by buoyant forces by being combined with the lifting ring; and a CCD camera installed in the buoyant body in order to photograph the gradations of the water level scale located near the surface of the water.
