PROBLEM TO BE SOLVED: To provide an image forming apparatus and a fixing device that suppress the separation of an image from a sheet. SOLUTION: An image forming apparatus of the present invention includes: a conveyance unit that conveys a sheet; an image forming part that forms an image on the sheet using liquid developer; and a fixing device that fixes the image on the sheet.
