<p>The present invention relates to an apparatus and a method for encoding and decoding an image. According to the present invention, the method for encoding an image comprises: a step of converting a residual signal into a conversion factor by applying a Walsh transform to the residual signal; a step of quantizing the conversion factor; a step of scanning the quantized conversion factor based on a position where the quantized conversion factor exists; and a step of performing entropy coding of the scanned conversion factor.</p>
