PROBLEM TO BE SOLVED: To provide a non-chlorine aqueous primer composition suitable for plastic materials, in particular, for polypropylene materials. SOLUTION: The aqueous primer composition contains a non-chlorine polyolefin emulsion (A) obtained by making a non-chlorine polyolefin resin with a melting point of 40-100°C aqueous, and a self-emulsifying polyurethane resin (B) obtained by making a polyurethane resin aqueous, which is obtained from a polyester polyol containing 5-80 mass% of a structure unit based on a 10-40C dibasic acid and/or a dihydric alcohol in the polyester polyol.
