PROBLEM TO BE SOLVED: To provide a technology of generating a high-quality blur image in a part of an original image.SOLUTION: A WT unit 11 applies wavelet transform to original image data 20 to generate image data 21. An ROI development unit 15 specifies an ROI-compliant part complying with an ROI and a non-ROI-compliant part complying with a non-ROI, with respect to the image data 21, on the basis of ROI information 30. A high-frequency cutting unit 12 applies high-frequency cutting for cutting a high-frequency component of the non-ROI-compliant part, to the image data 21. A low-frequency blurring unit 13 applies low-frequency blurring for blurring a low-frequency component of the non-ROI-compliant part, to the image data 21. An IWT unit 14 applies inverse wavelet transform to image data 22 (the image data 21 subjected to the high-frequency cutting and the low-frequency blurring), to generate image data 23. |
