PROBLEM TO BE SOLVED: To provide a carbon catalyst which does not contain any noble metal element, which has a large BET specific surface area, however, with which a carbon catalyst ink of high concentration and with excellent dispersion stability is produced by using only a slight amount of a binder component, of which the catalyst layer has high density after application, and which can yield a thick film, and to provide a production method of the same, a catalyst ink using the catalyst, and a fuel cell.SOLUTION: A carbon catalyst is a sintered compact containing a carbon element, a nitrogen element, and a transition metal element and has an average particle diameter of 0.5-100 μm, and in which the carbon element is derived from a carbon material including thin film-shaped particles at least containing graphite oxide.
