The present invention relates to a method for manufacturing a drug loaded polyurethane composite membrane, comprising the steps of: injecting a drug solution into a polyurethane solution; forming a polyurethane membrane with a target thickness by electrospinning the polyurethane solution into which the drug solution is injected; and obtaining a polyurethane composite membrane in which silicon is complexed by immersing the polyurethane membrane into silicon solution. The polyurethane composite membrane, in which the drug manufactured by the present invention is mounted, has flexibility and can act as a drug delivery system by mounting the drug.
