The operational signal of a first load device 13 is input to the drain controller 34, and the drain controller 34 controls the drain discharge valve V22 on the basis of the water level of a drain 22 detected by the water level detector 32 and the operation signal of the first load device 13, and adjusts the flow rate of the drain 22 discharged from the flash tank 23. !
