Disclosed is a closing apparatus for a toilet seat cover which covers a toilet bowl to prevent scattering of germs in the toilet bowl when a user flushes a toilet. The disclosed closing apparatus for the seat cover comprises a rotary shaft part of the seat cover which opens and closes the toilet bowl while rotating; and a closing operation part which is disposed on the rotary shaft part to rotate the rotary shaft part, is linked with the rotary shaft part to apply torque to the rotary shaft part in a direction that the seat cover is closed, and is released from the linkage with the rotary shaft part such that the rotary shaft part is freely rotated in a direction that the seat cover is opened. The closing apparatus for the seat cover can prevent scattering of germs in the toilet bowl because the seat cover is constructed to be closed before the user flushes the toilet.
