PROBLEM TO BE SOLVED: To provide a charge and discharge controller capable of efficiently controlling charging and discharging of plural power storage devices.SOLUTION: The charge and discharge controller includes: a condition storage that stores a charging condition representing a condition of a bus voltage for performing a charge and a discharging condition representing a condition of a bus voltage for performing a discharge, which are set to each of the power storage devices; and a condition updating section that repeatedly updates the charging condition and the discharging condition stored by the condition storage. The charge and discharge controller determines whether each of the power storage devices should be charged or discharged based on a voltage variation of the DC bus and the charging condition and the discharging condition.
