<p>PROBLEM TO BE SOLVED: To solve such a problem that in transcoding from HEVC to H.264, when a prediction block size and a prediction mode unique to HEVC are not appropriately converted into a prediction block size and a prediction mode of H.264, it is impossible to maintain encoding efficiency.SOLUTION: An encoding system conversion device includes: decoding means for generating an image by decoding a first encoded stream encoded using a first parameter in a first encoding system; first determination means for determining whether a first prediction block size included in the first parameter is equal to or larger than a predetermined size; second determination means for determining whether a first prediction mode included in the first parameter is a predetermined mode; deciding means for deciding a second prediction block size on the basis of results of the determinations by the first and second determination means; and encoding means for encoding the image generated by the decoding means in a second encoding system using a second parameter including the second prediction block size decided by the deciding means.</p> |
