A dividing unit divides a photographed skin image into multiple regions. For example, a region-dividing unit (23) divides a region into skin regions and non-skin regions (for example, regions of pores, blemishes, body hair, etc.) in the planar direction. A feature value-calculating unit (24) calculates a feature value relating to the quality of the color for each region divided by the region-dividing unit (23), for example, a feature value relating to skin brightness, color, feeling of translucency, etc. An evaluation unit (25) calculates a skin evaluation value using the feature values calculated by the feature value-calculating unit (24).
