PROBLEM TO BE SOLVED: To provide a moving image coding method and a moving image coding apparatus that implement an increased processing speed of moving image coding using inter-picture prediction.SOLUTION: The step of acquiring motion vector predictor candidates includes: a first candidate generation step of generating a motion vector predictor candidate on the basis of motion vectors of first adjacent blocks adjacent to a block to be processed in a first direction; and a second candidate generation step of generating a motion vector predictor candidate on the basis of motion vectors of second adjacent blocks adjacent to the block to be processed in a second direction. The second candidate generation step (S500) has: a step (S520) of determining whether or not the first adjacent blocks include any inter-picture-predicted blocks; and a step (S530) of, if the determination finds no inter-picture-predicted blocks included, executing a scaling process on a scalable motion vector belonging to any one of the second adjacent blocks. |
