PROBLEM TO BE SOLVED: To efficiently control transmission power of a physical uplink channel when a mobile station device transmits a physical random access channel to a base station using a plurality of cells.SOLUTION: A mobile station device, performing a random access procedure together with a base station using a plurality of cells, comprises the steps of: receiving downlink control information relative to a physical uplink common channel, the downlink control information including a transmission power control command, from the base station; calculating a parameter by accumulating values indicated by the transmission power control command; setting transmission power of the physical uplink common channel using the parameter; transmitting the physical uplink common channel to the base station device using a particular cell; and resetting accumulation of the parameter if a random access response to the particular cell is received from the base station device.
