A surface structure is formed by arranging particles having a nanometer or micrometer level of size on an electrode layer and allowing a functional fluid to permeate space among the particles. A network electrode can be periodically formed by differentially etching the electrode layer using the surface structure. The network electrode can be formed on a period about tens of nanometers. However, the shape, size and period of the network electrode can be variously adjusted according to the shape and size of used particles and the etching level of the electrode layer. Further, the ratio of an electrode area to a non-electrode area can be changed according to the etching level even in the network electrode having the same shape and period. |
