Provided is a water-soluble herbicidal composition having stability at low temperatures, which is capable of maintaining a continuous single phase without causing precipitation when stored at low temperatures. Specifically provided is a liquid herbicidal composition which is characterized by containing the following components (a)-(d): (a) a water-soluble herbicidal component; (b) a polyoxyethylene alkyl ether sulfate; (c) an organic solvent; and (d) a polyoxyethylene alkyl ether.
