PURPOSE: A scheduling method executing cooperative transmission and non-cooperative transmission in multiple cells is provided to obtain multiple users by simultaneously supporting the cooperative transmission and the non-cooperative transmission. CONSTITUTION: A scheduler assigns wireless resources to an inner user terminal group and an outer user terminal group and confirms a scheduling metric value of each terminal(S101,S103). When the scheduling metric value of the outer terminal is maximized, the scheduler executes cooperative signal transmitting in two or more base stations for the outer terminal(S105,S107). When the scheduling metric value of the inner terminal is the maximum value, the scheduler executes non-cooperative signal transmitting in a base station of a cell belonging to the inner terminal (S109).
